Former President Joe Biden is preparing to return to the public sphere with a significant address on Social Security benefits and policy. Biden will address the Chicago conference of the Advocates, Counselors, and Representatives for the Disabled (ACRD) on Tuesday. This represents his first public speech since leaving office in January. According to ACRD’s official statement, the conference is focused on “safeguarding and strengthening Social Security benefits for the generations to come.”
The Future of Social Security Benefits
ACRD Executive Director Rachel Buck stated, “We are deeply honored President Biden is making his first public appearance at ACRD’s sold-out conference. As bipartisan leaders have long agreed, Americans who retire after paying into Social Security their whole lives deserve the vital support and caring services they receive.”
Buck further noted, “As a result, we are thrilled the President will be joining us to discuss how we can work together for a stable and successful future for retirement security.”
Since leaving office, the former president has maintained a relatively low profile while his party works to establish new leadership. Although he has made several public appearances and met with new Democratic National Committee Chairman Ken Martin in February, he has largely remained out of the public eye.
Political Context Surrounding Social Security Policy
Biden’s forthcoming speech on retirement and disability benefits follows reporting from NBC News indicating his desire to take a more active role in supporting the Democratic Party than he has since withdrawing from the presidential race in July 2024.
Not all Democratic strategists appear supportive of Biden’s return to public engagement. A former Biden campaign adviser told Politico, “The country would be better served if he rode off into the sunset.”
The timing of Biden’s Social Security address is notable as President Donald Trump faces declining favorability ratings amid ongoing tariff disputes and legal challenges to his executive actions.
Recent polling from CBS News shows that only 44% of voters approve of Trump’s economic management, down from 51% in the previous month. The economic indicators reveal:
- 53% of respondents believed the economy was deteriorating
- Only 28% felt it was improving
- 21% attributed current economic conditions to Biden’s policies
- 54% cited Trump’s policies as responsible for economic conditions
